Walter Welsh teaches courses in tax law and insurance law. Previously he was Executive Vice President for Taxes and Retirement Security at the American Council of Life Insurers where he oversaw policy development and advocacy for federal tax and retirement security law at the ACLI.
Prior to joining ACLI, Walter was responsible for policy development on the regulatory and legislative issues at Hartford Life, with a significant focus on tax issues. He also directed the media relations, employee communications and community relations functions for Hartford Life. Other roles at Hartford included tax counsel and assistant director of taxes for the company. His duties also included management of tax planning and representation of the company before the IRS, Treasury and state taxing authorities.
He also was a trial attorney for the Office of Chief Counsel, Internal Revenue Service. He has served on the Advisory Committee of the Federal Bar Association Insurance Tax Seminar and regularly speaks at industry seminars and programs.
He received a Bachelor of Science in Mechanical Engineering from Tufts University. He was graduated from the Law School in 1972 and subsequently earned an LL.M in Tax from New York University.
