John G. Buchanan III

John Buchanan, a partner at Covington & Burling LLP in Washington, DC, has represented commercial policyholders in insurance coverage advocacy, dispute resolution and counseling since the early 1980s.  In addition to a wide variety of more traditional property/casualty coverage claims, Mr. Buchanan has prosecuted claims for losses from some of the largest data breaches in history, starting with the TJX payment card data thefts discovered in 2006; and he frequently counsels policyholders in underwriting cyber and technology-related policies.

Since 2008 Mr. Buchanan has co-taught the course on Current Trends in Insurance Litigation at the Insurance Law Center. He speaks regularly on insurance, litigation and alternative dispute resolution topics and has authored numerous papers and articles on such topics, including one of the earliest studies on cyber insurance coverage in 2001.

Mr. Buchanan is a graduate of Harvard Law School, Oxford University, and Princeton University. After a clerkship on the U.S. Court of Appeals for the Third Circuit, he has spent his entire legal career at Covington.
