Professor Parker holds a faculty appointment at the University of Connecticut School of Law, where he teaches and writes in the fields of Administrative Law, Environmental Law, International Environmental Law, and the International Law of Trade and Environment. He also serves as Chair of the Regulatory Policy Committee of the ABA Administrative Law Section. Professor Parker comes to teaching after four years in private practice and five years in government, where he served as Assistant General Counsel to the United States Trade Representative and, later, as Special Counsel to the Deputy Administrator of EPA. He holds a B.A. in Public Affairs from Princeton, a J.D. from Yale Law School, and a D.Phil. in Politics from Oxford University, which he attended as a Rhodes Scholar.
