This seminar considers the ongoing shift from defined benefit to defined contribution pension plans and the consequences of requiring workers increasingly to bear the market risk in their pension accounts. The course starts with an overview of the demographic and economic reasons for the change, followed by analysis of the law of 401(k) plans. The remainder of the course analyzes whether the current U.S. defined contribution pension scheme is sufficient to afford Americans an adequate retirement, taking into consideration insights from behavioral finance, finance theory on optimal investment strategies, and legal constraints and incentives, with special emphasis on 401(k) plans and proposals for Social Security reform.
